Project Background

The US pharmaceutical system has long faced criticism for high drug prices, opaque research and development (R&D) costs, and prolonged patent monopolies that delay generic competition. Despite growing public demand for reform, legislative action remains stalled due to lobbying pressure and fragmented advocacy. This campaign builds on momentum generated by previous outreach—over 10,000 advocacy emails sent—and now moves toward structured policy engagement, targeting lawmakers with real stories, solid data, and grassroots support.

The Pharma Policy Advocacy Campaign seeks to mobilize public and legislative support for pharmaceutical reforms in the US, focusing on transparency, price caps, and patent reform. By combining grassroots organizing, targeted lobbying, and strategic storytelling, the campaign aims to push for meaningful legislative change in the pharmaceutical industry.

Objectives

Advocate for three specific reforms:

  1. Compulsory licensing for unaffordable patented drugs

  2. Price caps for generic and essential medicines

  3. Transparency in R&D and pricing models

Our Approach

1. Policy Drafting and Research

  • Create a set of 25 policy proposals targeting key areas of pharmaceutical reform, including:

    • Patent reform (e.g., limiting evergreening)

    • Compulsory licensing for unaffordable essential drugs

    • Transparency in R&D and pricing models

    • Price caps for generics and essential medications

    • Penalties for anticompetitive practices (e.g., pay-for-delay)

  • Benchmark policies against successful international models (e.g., Germany’s external reference pricing, India’s generic frameworks).

  • Incorporate case studies, impact projections, and economic analysis into each policy recommendation.

2. Policy Briefs

  • Write 2-page briefs summarizing each key reform area.

  • Include:

    • Clear problem statements

    • Legislative examples from other countries

    • Data visuals or charts

    • Citations from research and think tanks

    • Proposed U.S. implementation paths

  • Target 3-5 briefs for initial rollout focused on most urgent issues (e.g., insulin pricing, R&D transparency).

3. Mass Email Outreach

  • Curate a list of 100 legislators at the state and federal levels based on:

    • Pharma voting history

    • Membership in health or commerce committees

    • Public statements or lobbying records

  • Curate list of thousands other professionals in charge

  • Use personalized emails to create personalized campaigns.

  • Email contents include:

    • Personal stories from patients and families affected by high drug prices.

    • A compelling 1-pager explaining your foundation’s mission, goals, and previous success

    • Clear calls to action: support specific reforms, request meetings, and endorse transparency laws.

4. Signature Collection

  • Launch a Change.org petition to demand reform in drug pricing and patent law.

  • Campaign goal: 10,000+ signatures in 60 days.

  • Distribute through:

    • Social media ads and reels

    • Newsletters and mailing lists

    • Partner organizations and influencers in healthcare advocacy

  • Use petition as proof of grassroots public demand when contacting legislators.

5. Legislative Engagement

  • Follow up with 1:1 emails to staffers of the 100 targeted legislators.

  • Request 15-minute Zoom meetings to present policy briefs.

  • Use a standard presentation template with:

    • A quick overview of the issue

    • A compelling personal story

    • Specific policy solutions from your drafted set

  • Log meeting outcomes, interest in collaboration, or steps toward bill sponsorship.

6. Continuous Feedback Loop

  • Track engagement metrics through Mailchimp and Change.org dashboards.

  • Adapt policy briefs and messaging based on legislator responses and public sentiment.

  • Collect new patient stories regularly to refresh campaign materials.

Results

  • 15,000 emails sent to people in power - 10,000 sent thus far

  • 3–5 high-priority policy briefs (2-pagers) distributed to all targeted legislators.

  • 25 original policy proposals drafted with legislative examples and economic data.

  • 100+ legislators and thousands of other in power contacted through email, each with a customized outreach statement.

  • 10,000+ petition signatures collected via Change.org in support of reform.

  • 20–30 legislative aides met in 1-on-1 Zoom policy briefings.
